The Irving & Phyllis Fund: Spay/Neuter Grant for Dogs
The Irving & Phyllis Fund was established in memory of Irving and Phyllis Millstein. Irving and Phyllis were friendly, industrious people from modest backgrounds who both loved animals. They met and married when they were working in New York City’s garment manufacturing center, where Irving went on to achieve great business success. During their lives together, they continually enjoyed the presence of wonderful pets, which they dearly loved. They donated generously to animal welfare, and their love of animals lives on through The Irving and Phyllis Millstein Foundation for Animal Welfare.
The Millstein’s legacy of love and caring for animals continues today through the Irving & Phyllis Fund, which offers financial assistance to local families who are unable to afford to spay or neuter their dogs through HSCC’s Community Pet Clinic (CPC). While the CPC offers reduced spay/neuter fees, some families cannot fully afford the services. The Irving & Phyllis Fund helps to remove the financial barrier and subsequently helps reduce the number of homeless dogs in our community.

To qualify for The Irving & Phyllis Fund, one must provide proof of:
- Chittenden or Grand Isle County residency

Limited or fixed income (see income guidelines below)
- Proof can be SSI benefits statement, disability statement, or pay stub
- Proof can be SSI benefits statement, disability statement, or pay stub
