The Irving and Phyllis Fund

Spay and Neuter Fund for Dogs

The Irving and Phyllis Millstein Foundation Spay and Neuter Fund was established in memory of Irving and Phyllis Millstein. They were friendly, industrious people from modest backgrounds who both loved animals. Irving and Phyllis met and married when they were working in New York City’s garment manufacturing center, where Irving went on to achieve great business success. During their lives together, they continually enjoyed the presence of wonderful pets, whom they dearly loved. They donated generously to animal welfare, and their love of animals lives on through The Irving and Phyllis Millstein Foundation for Animal Welfare.

The Millstein’s legacy of love and caring for animals also continues today through The Irving and Phyllis Fund, which was created through a multi-year grant from the Foundation. The Fund offers financial assistance to local families who are unable to afford to spay or neuter their dogs through HSCC’s Community Pet Clinic (CPC). While the CPC offers reduced spay/neuter fees, some families still cannot fully afford the services. The Irving and Phyllis Fund helps to remove this financial barrier and reduces the number of homeless dogs in our communities.

Fund Application

If you are interested in having your dog’s spay/neuter procedure supported by the Irving and Phyllis Fund, please call (802) 862-0135 ext. 7 or email clinic@hsccvt.org to book an appointment.

Assistance through the Irving and Phyllis Fund is confidential* and available to community members who:

  • Live in Chittenden or Grand Isle County
  • Have limited or fixed income (see income guidelines to the right)

You can email documents to clinic@hsccvt.org or bring them with you to your dog's spay/neuter appointment.
